The Balance of Powers
The world as it was written. Every nation at its true strength.

Where the dial sits
A nation's strength is built in three stages. The dial goes in the middle of them — after the flat modifiers are counted, before the percentage bonuses are applied. National character is scaled, never flattened.
🛡️ You are never scaled. Neither is any other commander at this table — only the machines. The dial moves the world; you meet it as you are.
